Walk-In Showers and Bath Remodels in The Woodlands, TX: Costs (2026)

Last reviewed Reviewed by the Walk-In Shower Quotes editorial team 3 min read 12 sources

Short answer

A walk-in shower in The Woodlands typically costs $4,400 to $14,700 in 2026, about $9,300 on average, from our Houston-area estimate. The Woodlands is not a city, so there is no city plumbing permit. But the Township's standards say remodeling that involves plumbing work is not exempt from Residential Design Review approval.

Key facts

  • The Woodlands Township's Residential Development Standards exempt interior remodeling only when it involves no wall changes, structural changes, or electrical and plumbing work.[6]
  • Montgomery County says a home on public water and sewer needs no county permit to remodel the interior, unless it is in the floodplain.[7]
  • The Woodlands' median home was built in 2000, and more than 40% of homes were built in the 1980s or 1990s (ACS 2024 5-year, our arithmetic).[9]
  • Texas law requires a plumbing license for plumbing done as part of a remodel outside city limits when the home is on a public water system, except for an owner working in their own homestead.[10]

Walk-in shower cost in The Woodlands

The Woodlands is in the name of its labor market: the Bureau of Labor Statistics groups it into the Houston-Pasadena-The Woodlands metro, where the median plumber earned $29.47 an hour in May 2025[5]. Our Houston-area ranges adjust national prices for that wage, so they apply here as well.

Permits in The Woodlands

The Woodlands is an unincorporated community run by a township, not a city. That changes who you deal with.

No city plumbing permit. Texas requires plumbing permits through city ordinances[10], and there is no city here. Montgomery County's permitting FAQ says a home on public water and sewer needs no permit to remodel the interior. If the home is in the floodplain, the county says to contact Floodplain Administration, and homes on septic go to its Septic Department[7].

Township design review. The Township's 2024 Residential Development Standards say that changing a home, including interior or exterior remodeling, needs prior written approval from the Residential Design Review Committee or its staff[6]. The exemption covers interior decorating and remodeling that does not involve wall removal, structural changes, or electrical and plumbing work[6]. A new shower valve or drain is plumbing work, so read that exemption as not covering most shower projects. Some projects carry a refundable compliance deposit or an application fee[6]. The Township's Covenant Administration office is at 2801 Technology Forest Blvd, phone 281-210-3800[8].

Creekside Park. The Village of Creekside Park is the only part of The Woodlands in Harris County[12], so county questions there go to Harris County, not Montgomery County.

Your water district. Texas law lets the owner of a public water system adopt a plumbing code and have work inspected[10]. Ask the utility district that bills you for water whether it inspects remodel plumbing.

Homes in The Woodlands and what they mean for the job

The median home in The Woodlands was built in 2000[9]. More than 40% of homes were built in the 1980s or 1990s and about half since 2000 (our arithmetic from Census data)[9]. About 73% of occupied homes are owner-occupied, so roughly a quarter are rentals[9].

What that means in the bathroom:

  • Two generations of homes. A 1985 home and a 2015 home can sit in the same village. In the older one, expect the original shower valve and more chance of water damage behind the tub. In the newer one, the job is mostly about layout and finishes.
  • Damp air. In this climate, a fan ducted outdoors, not into the attic, is worth asking for. It helps the new shower dry between uses.
  • Accessibility. For owners planning to age in place, a low-curb shower with a bench, hand shower and grab bars backed by solid blocking is a common request.

Choosing a company in The Woodlands

With no city inspector, your own checks matter more:

  • License. Texas requires a plumbing license for plumbing done as part of a remodel on a property served by a public water system, even outside city limits[10]. Look up the plumber in the TSBPE public license search[11].
  • Code. A licensed plumber working where no city regulates plumbing must still install it under a plumbing code adopted by the state board[10]. Ask which code they follow and whether anyone will inspect it.
  • Township approval. Ask who prepares the Design Review application, and do not let work start until you have approval in writing.
  • Insurance and references. Ask for proof of liability insurance and two recent local references.

When to call a pro

  • Any new valve, drain or pan: a TSBPE-licensed plumber, even though there is no city permit[10][11].
  • A home in the floodplain or with past flood damage: call Montgomery County Floodplain Administration first[7].
  • Rot, stains or a musty smell when the old tub comes out.
  • A curbless entry that needs the slab cut and the drain moved.

More questions

Do I need a permit to remodel a bathroom in The Woodlands?

There is no city permit, because The Woodlands is not a city. Montgomery County says interior remodeling of a home on public water and sewer needs no county permit unless the home is in the floodplain. The Township is different: its standards only exempt interior remodeling with no wall, structural, electrical or plumbing work.

Does The Woodlands Township have to approve a new shower?

If the job moves walls or includes plumbing or electrical work, the Township's standards do not exempt it from Residential Design Review approval. Call Covenant Administration at 281-210-3800 before you sign a contract to confirm what to submit.

Does my plumber need a license if there is no city permit?

Yes. Texas law requires a license for plumbing done as part of a remodel on a property connected to a public water system, even outside a city. The only exception is an owner doing their own work in their own homestead.
