Short answer
Plan on $4,400 to $14,700 for a walk-in shower in Sugar Land in 2026, about $9,300 on average, from our Houston-area estimate. Sugar Land requires a plumbing permit to repair, replace or install any part of the plumbing system. Under the FY2025 fee ordinance, starting work before the permit is issued doubles the fees.
Key facts
- Sugar Land's homeowner guide lists repair, replacement or installation of any part of the plumbing system among jobs that need a plumbing permit.[6]
- Sugar Land's FY2025 fee ordinance sets plumbing permits at a $41.25 base fee plus $11.75 per fixture, and doubles all fees if work starts before the permit is issued.[7]
- Sugar Land's median home was built in 1994, and about 57% of homes were built in the 1980s or 1990s (ACS 2024 5-year, our arithmetic).[9]
- In Sugar Land a homeowner may apply for a permit and act as the contractor, and a permit is good for 180 days.[6]
Walk-in shower cost in Sugar Land
Sugar Land is part of the Houston-Pasadena-The Woodlands labor market, so we use our Houston-area ranges here instead of inventing a separate local number. Those ranges take national installed prices and adjust the labor share for the metro's median plumber wage, $29.47 an hour in May 2025[5].
| Project | 2026 range for the Houston area | National starting point |
|---|---|---|
| Walk-in shower | $4,400 to $14,700 (about $9,300) | $4,500 to $15,000, Modernize[1][5] |
| Bathroom remodel | $5,900 to $17,600 (about $11,800) | $6,000 to $18,000, Fixr[3][5] |
| Tub to shower conversion | $2,000 to $11,800 | $2,000 to $12,000, This Old House[2][5] |
| Walk-in tub | $3,500 to $9,900 (about $5,900) | $3,500 to $10,000, Fixr[4][5] |
Your bathroom's size, the finishes you choose and what is found under the old tub decide where you land.
Permits in Sugar Land
Sugar Land's Permits Division publishes a homeowner guide. It lists repair, replacement or installation of any part of the plumbing system as work that needs a plumbing permit, along with repairs to drain pipe under the home and repiping of water lines[6]. Installing or extending electrical circuits needs an electrical permit[6]. A new shower valve, drain or pan falls under the plumbing rule. That matches Texas law, which only exempts leak repairs and swaps of faucets, ballcocks, water control valves, disposals and toilets[10].
Who can apply. The city says a homeowner can apply for a permit and can act as the contractor[6]. A permit is good for 180 days[6]. Applications go through the city's online Citizen Self Service portal, which has a Fee Estimator tool[8]. The Permits office number is 281-275-2270[8].
Fees. Under the FY2025 fee ordinance, a plumbing permit is a $41.25 base fee plus $11.75 for each fixture or trap[7]. For a single shower that works out to $53.00 by our arithmetic. Two rules in the same ordinance matter more than the base fee:
- If the contractor starts work before the permit is issued, all fees are doubled[7].
- A failed inspection, or one where the work is not ready, costs $57.50 to reinspect[7].
Fees are updated yearly, so confirm the current figure in the Fee Estimator.
HOA rules. Some Sugar Land communities have their own architectural review. Telfair's association, for example, says all exterior modifications should be approved through its architectural control process, and a response can take up to 30 days[12]. A shower remodel is usually interior work, but a new window, skylight or wall vent may need approval first.
Sugar Land homes and what they mean for the job
Sugar Land grew fast in the 1980s and 1990s. The median home was built in 1994, and about 57% of homes date from those two decades (our arithmetic from Census data)[9]. Around 80% of occupied homes are owner-occupied[9].
That age is the sweet spot for a bathroom update:
- Original fixtures. A home built in 1990 is now 36 years old. If yours still has the first shower valve, tub and tile, many plumbers would treat them as near the end of their useful life.
- Hidden water damage. Decades of small leaks behind a tub surround can rot the wall framing or subfloor. EPA says to dry wet materials within 24 to 48 hours and to keep indoor humidity below 60%[13]. Ask how the crew will handle wet or moldy board found during demolition.
- Tub to shower swaps. For owners planning to stay put, trading a hard-to-step-over tub for a low-curb or curbless shower is a common change. On a slab, a curbless entry usually means cutting concrete, so price it separately.
Choosing a company in Sugar Land
- Plumbing license. Look up the plumber in the Texas State Board of Plumbing Examiners public license search[11]. The city's own guide tells residents to make sure plumbing and electrical contractors have current state licenses and insurance[6].
- Permit first. Ask the contractor to pull the permit before any work starts, to avoid the doubled fee[7].
- Be on the permit. The city suggests asking your contractor to add you as a contact on the permit and to give you a copy[6].
- Written scope. Get the valve, drain, waterproofing, glass and grab bars itemized.

More questions
Do I need a permit to remodel a bathroom in Sugar Land?
If any plumbing is repaired, replaced or installed, yes. The city's homeowner guide lists any part of the plumbing system, plus new or extended electrical circuits. Paint, tile and a new vanity top with no plumbing or wiring changes are a different matter; ask the Permits office at 281-275-2270 if you are unsure.
How much is a plumbing permit for a shower in Sugar Land?
The FY2025 fee ordinance charged a $41.25 base fee plus $11.75 per fixture, so one shower came to $53.00 before any other items. The city updates fees each year, so use the Fee Estimator on its online permit portal for the current amount.
Can a Sugar Land homeowner pull their own permit?
Yes. The city says a homeowner can apply for a permit and act as the contractor. Texas law lets an owner do plumbing in their own homestead without a license, but the work is still inspected.
Does my HOA need to approve a new shower?
Interior work usually is not the issue. Changes to the outside of the house are. Telfair's association, for example, says all exterior modifications should go through its architectural control process. Check your own community's rules before adding a window or exterior vent.
